permission denied issue in fsockopen(),curl() method

Hi....
If we use fsockopen() or curl() method security issue will occur that is permission denied issue.
In Windows machine we have to allow Apache to rectify this issue.
In Linux machine we have to set SELINUX as disabled. i.e, System->Administration->SecurityLevel & Firewall->SELINUX->disabled.
