Recycle Bin folder can be accessed from any drive like
C:\$Recycle.Bin
D:\$Recycle.Bin
E:\$Recycle.Bin

using windows explorer.

For moving to recycler folder in windows vista from command prompt or DOS prompt
>cd C:\$Recycle.Bin\*-*
