BPL Families in India

BPL stands for Below Poverty Line.

BPL used by the government of India as a benchmark for measuring the economic status of the country.

According to Government of India, about 40% of families are in Below Poverty Line.

Please don't ask me, then how come the estimate 40%. You should probably ask the persons who estimated and updated in WIKI.
